I have built some web sites with just plain old HTML 1 and I have still
gotten complaints from people.

*snrch* Yeah. I tend to be very content-oriented rather than display-oriented in my own website. I get complaints from viewers who are unhappy that I don't have fancy layouts and colorful wallpapers.
