Your Quasimodo connection provides a valuable clue to the meaning of
the song. As I was saying earlier, it matters not who rings the bell,
it's what we HEAR when it rings that Bob draws reference to, even as
he exhorts us to "ring those bells." For every bell that rings, there
are listeners.

What are they being rung for? Quasimodo, doesn't know. All he knows is
that it is his job to keep them ringing. His masters have something in
mind when they cause him to ring it. But is what they intend the same
as what we hear? It depends. Each of us hears something different when
they ring. Some of us hear war, some of us hear peace; some of us hear
our names being called, some of us hear the names of others; some of
us hear the grant of redemption and some of us hear the call to
redemption.

It is this subjective realm that Bob is drawing our attention to. It
is another way of saying: It wasn't George Bush that got us into all
our troubles, it was the people of this country who heard what they
heard in the bell ringing that voted for him that brought this on.

The bells will never stop ringing. It's what we hear in them that we
can control.
