Hi:

What technically is the difference between singing and shouting, as far
as voice production goes? A few pop people sing, most shout. I can tell
the difference when I hear one, but I have no idea exactly what the
difference is. Can anyone, preferable a trained singer or teacher,
explain, please.

I'm not an expert but I consider it similar to instrument dynamics, pp
(pianissimo), p, etc. up to ff (fortissimo). Another way to look at
it is as note velocity or forcefulness.
