I believe most moderated newsgroups involve reading and passing judgement
on the value of each post. E.g., in such a group a message might be turned
down merely because it quoted to much material and added to little new
information. According to my understanding Kirk wishes to ban people which
could be considered as undesireable, and to be done with them.

In the one instance known to me in which he has done so so far, it was on the
basis of behavior, not identity. Of course, the person who misbehaved was
the one you probably figured would misbehave, but if he had remained civil
there would have been no reason to ban him.

This is, for example, as distinct from, say, Operashare.
