Maybe you could have found about it and not required everyone to move
to what appears to be an inferior technology.
I believe most moderated newsgroups involve reading and passing judgement on
the value of each post. E.g., in such a group a message might be turned down
merely because it quoted to much material and added to little new
information. According to my understanding Kirk wishes to ban people which
could be considered as undesireable, and to be done with them.
