The Junge Deutsche Philharmonie isn't really a youth orchestra. It is
for advanced students. The maximum age is 28 (which is a very high age
for music students anyway), most of the people who play there are in
their early-mid 20s. I played in a few project phases, too, in the
mid-90s. The only other criterion to audition is that you have to be a
student at a German music academy (but not a German citizen, that
doesn't matter).
There are many, many youth orchestras in many places and they all have
different age criteria. For the Bundesjugendorchester (Federal Youth
Orchestra), probably the best actual youth orchestra in Germany, you
have to be 14-20 years old. The European Union Youth Orchestra accepts
players up to 23 years of age.
The age range for members of the National Youth Orchestra of Great Britain
is 13 to 19.
