I'm not a right-winger, but in all fairness NYC declined badly in the
70s-90s, under mostly liberal mayors. At it's worst, many parts of
Manhattan began to look like poor third-world countries. Remember how
the trains were completely covered in graffiti? It was pretty awful.
I think it reached a low point under Mayor Dinkins. While I can't
comment on his methods, but Giuliani did clean the place up pretty
remarkably.
The first thing Rudy did was get rid of the squeegy guys. Thank God!!!
