That is clearly not what he is saying.
In case the vendor is not to be found around the corner, it might be very much
easier to contact (and get a good result from) the CD company.

He ALREADY got a replacement from the vendor, which also doesn't play.
I'd suggest that the OP read the section at the Hyperion website about
'faulty CDs'; it is under "Facts" and "About CDs". They will likely
send another, but the chances are pretty good that it won't play,
either.

There are such things as bad presisng runs, you know. With LPs it was
pretty obvious, but some CDs can be just the little bit picky of error
correction and others just won't play. My latest was a Lilburn disc on
Naxos, which the company admitted was bad and replaced.
