Stravinsky: Symphony in E-Flat

The recording I have by the composer himself lists this as Op.1. When
was this written? Are here any other of his works that have 'opus'
numbers? In general, what/who determines a designated opus number? (Or
K or SZ or BWM, etc. etc.for that matter.)
