My main concern is the harm this does to other artists trying to sell independently.
That statement smacks of holier-than-thou pontification, and frankly,
I do not believe you. You already stated that your main concern, as it
should be, was the loss of time and money trying to buy a product from
a European site. Let me draw you a picture why it is I do not believe
you:

I just wanted to let everyone know of a bad experience I am having
trying to purchase one of the Crirstiano Porqueddu Gilardino Studi
CDs. I originally purchased the CD in December from the artists
website at Sardinianet. As of last week I still did not receive it and
paypal issued me a credit.
In other words, you experienced no loss whatsoever. So what are you
carping about?
Today I receive a registered mail with the
CD. I tell my friend the mailman I have been waiting for this since
December and open it up in front of him and inside is a used CD case
containing no CD.
Since you already received a credit from PayPal for this purchase.
your worst loss in this case is the need to discard a useless package.
I do suppose you have a garbage can in your house into which you can
dump it?
I go back to the website and it is not functioning
and won;t allow me to enter it.
I suppose you are so new at this Internet business that you never
heard of servers being down for maintenance, or of Internet cables on
the bottom of the Mediterranean being cut accidentally, or other
temporary disruption in service. In case you flunked geography in the
fifth grade, let me advise that Sardinia.net is physically located on
the island of Sardinia, that island is found off the coast of Italy in
the Mediterranean sea, and its servers may be located anywhere in the
world. If the site was not functioning, you could not even open it in
your browser, and of course a non functioning site which you cannot
open in your browser would not let you in. Try now and do let us know
how it works for you:

I purchased it with American Express
so they will be fighting this for me but still it is going to take
more phone calls etc.
You already told us that you bought this with PayPal and that you
already got a credit for it. So what American Express has to do with
it?
This is really low, a cheap rip-off.
No. What is cheap and tawdry is your low brow accusation against one
of the leading lights in the guitar world, my friend and colleague
Angelo Gilardino, and against my friend and colleague Cristiano
Porqueddu who runs Angelo's web site, of engaging in dishonest
business practices. I have no doubt that you are correctly reporting
the non-reception of an item you ordered on the Internet, but to
accuse the on line merchant for being a cheap rip-off, without
realizing that in the chain of transfer between the seller and you
there are at least two Postal services, the Italian and the US one,
and many transfer points and transfer handlers in several cities
before the item gets to you, where the item could have been stolen or
lost, is simply un-called for.
We must
beware of making these kinds of purchases, I guess.
Correct. You must be aware. If the item is not available in your
corner CD store, you are always taking a risk ordering on the
Internet. Once the seller has put an item into the mail system, he
loses control over it. So if you want to be sure of not losing your
purchase, invest in extra insurance, delivery by courier (UPS, FEDEX
etc). I have been selling *** music and book on the Internet for
almost ten years by now. 99.9% of my transactions get to their
customers without problems. But *** happens and there is nothing I
can do about it.

Yes, it was the mailman, just as I suspected.
