Good point, it's a difference. The difference I thought of later was: the Romans were better at it... perhaps more ruthless, in fact; and I think it helped that a lot of the minor peoples they were dealing with were easier to control (or exterminate) because they were in fact smaller and there was no TV! Probably Israel for example just recently made a mistake in trying to eliminate Hezbollah, because elimination is something you really can't do unless you go for total genocide.
