Perhaps someone does, somewhere. But so far they have not come forward.

It makes no sense to me whatsoever.

It's not just you. The entire electoral college process really is a bizarre
little bit of absurd theatre, an outmoded relic of the 18th century whose
continued existence into the 21st is nearly as mind-bogglingly irrational
and infuriating as the continued illegality of marijuana.
