In 1944, Franklin D. Roosevelt asked Congress to develop a plan to give
every American citizen health care. In 1945, Harry S Truman called for
establishment of a universal health insurance program (i.e., a
single-payer plan), federal funding for medical education and the
construction of hospitals, as well as increased aid for maternal and
child health services.
