why would I be able to connect to the Usenet, but not get to any web

the second entry in my first post should be:
Have you tried clearing your browser's cache ?
the list:
Have you tried more than one browser?
Have you tried clearing your browser's cache?
If you use a POP email client (or an FTP client) can you connect to their
servers?
If you're behind a router or a software firewall (or Windows built-in
firewall) have your settings changed (intentionally or not).
If it's a Windows machine --which your header says it is: have you
restarted it?
If you have a router: have you tried re-appyling your settings (or
bypassing it).
Some things to try, anyway (in the order I'd try them)
I could connect to Usenet, could not connect to the www or to my VPN. I am
not sure of email, since I first have to connect via VPN.
But I rebooted the modem, and that seems to have done it. I have had
modems/routers freeze me out before, I just never had a situation where I
could connect to one part of the 'net but not others...
