That's because leap years pretty much occur every 4 years:
Leap day (February 29) only occurs during a Leap Year.
Leap Years occur every four years, except for years ending in 00, in
which case leap day only occurs if the year is divisible by 400.
Leap years consist of 366 days and happen every fourth year (except
for years ending in 00 as noted above), by the addition of a day in
the month of February, which in that year consists of twenty-nine
days. Leap day is February 29 of Leap Years.
By the way, the millennium doesn't start on January 1, 2000.
