Connection refused.
BitTornado? Try this. Stop all instances of BitTornado. Hit Ctrl, Alt & Del at the same time to bring up TaskManager. Click on the Processes tab. Click on the words "Image Name" to sort the processes. If you see "btdownloadgui", click on it and click end process. Click OK or Yes when you get the warning. Do that for each "btdownloadgui" in the list. BitTornado has some kind of memory leak that doesn't completely end the process when you close it.
Here's some quick results from search for "bittornado connection refused". What I would try is searching DIME for the torrents you're using to make sure their still active. If they are, just try letting BitTornado run for awhile and see if they connect eventually.

Just leave your torrent running in your client. The client will keep trying to connect to the tracker. When you're already downloading, just ignore it."
"tracker is offline. it is probably connectable with other client that are trackerless if it is still alive."
"Just let the torrent run in your client and the client will keep checking the tracker and should resume eventually."
"That error can mean one of 3 things:
1. The URL for the tracker is wrong.
2. The Tracker is having problems.
3. You have been banned from the tracker."
"This means that you cannot for whatever reason establish a connection to the Tracker needed to download a file.
This is commonly caused by firewalls/routers, trackers/servers going down or being too busy, or your net connection going down.
You may also be banned from using this tracker either for leeching from it.
More often than not with this error you can simply leave your client window open and it will sort itself out, or you can close the BT Client and try resuming the torrent.
If the problem is persisting make sure the Tracker you wish to connect is operating, and make sure your firewall/router is not interfering with TCP traffic on the BT ports.
If after a few days your download still does not start or continue and you have correctly configured your environment, then you can safely assume the tracker is gone."

Not to bitch at you but some people are always ready to help but I don't know how many times I've seen posts that describe some problem as "it doesn't work". Tell us what indicates it doesn't work.
What torrent client are you using? If it has some kind of logging or monitoring that might indicate what's failing. Have you tried a different client?
A Windows critical update and a Windows Defender running sounds like a Windows firewall issue. The firewall is probably blocking the port your client uses. You need to open it up in the settings of your Windows firewall or some torrent client software lets you change the port it uses.

I had to take my computer to the shop a couple of weeks ago for a bad video card, and everything seems to work fine except I can't download torrents. One may not have anything to do with the other. Prior to getting the repair I was able to download off of Dime with no problem. I tried going back to settings from then, but Windows downloaded some sort of critical mess, and I can't go back.
I am running Norton, tried turning it off, no help. Gave bit torrent permission, no good. I am also running Windows defender. I tried asking for help from Dime mods, they seem unable to help, but they are willing.
That's why I need a sure fire RMAS genius(or someone smarter than me who may have run into this before) to help. I am addicted to Dime and I don't want to quit.
