Well, I bought a Samsung 19'' a few years ago without DVI and I am highly
satisfied with it. If you've got a good VGA card in your computer (none of
that on-board or cheap cards) picture quality will be just as good as with
DVI (I've got a Sony 19'' with DVI as well, so I can compare).

On the other hand, the difference in prices was much higher back then, so
I'd go for DVI today no matter what.
