If I am--WHAT IS THE POINT OF THE 45 DAY "REVIEW?????"

Why have a Congressional review when the act has already been carried out
and there is nothing they can do about it anyway? Why not a 11 day
review, or 88 day, or 2 day, or 345 day? Makes no sense.
