If you needed the President to scare you about the USSR during the cold
war, you must not have been paying attention.   Reagan won in 1980
because Jimmy Carter was a disaster as President, and he won in 1984
because times were better than they were in 1980

Sure, because of the Cold War and the arms race which improved the economy... Still counts as winning by scaring people.
