Then you probably never changed Windows' default settings that keep those
files hidden. Open up an explorer window (e.g., My Computer) and go to the
Tools menu, and execute Folder Options. Then go to the View tab, and in the
list of options below, click on "Show hidden files and folders," and also
put a check mark next to "Hide extensions for known file types." This isn't
meant to solve your problem, but to make certain things visible that will
help troubleshoot it.

In Outlook Express, go to Tools > Options, and under Maintenance, UNcheck
"Empty messages from the Deleted Items folder on exit." This isn't totally
on-point, but it might help preserve e-mail messages you don't want to lose.

Have you checked "Message Rules" under the Tools menu to make sure there
isn't an incorrectly formed or bogus message rule there?
