Here is how I understand the situation as it pertains to employers. Someone
comes in and gives them a SS card and I presume a 'green' card, or whatever
card it is that shows they are allowed to work in the US and that lets the
employer off the hook, assuming the cards look to be not too obvious
forgeries. Some of the companies I work with now have hired Spanish speaking
HR people to examine the documents of potential hires. Once a potential
employee provides the appropriate material the employer has a number of
months (I think it is 6) to make sure the documents are authentic,
presumably by using the SS number to see if it is stolen or not. One of the
problems is many construction type jobs won't last six months and if they do
there is a type of revolving door of illegals who move from job to job and
employers who are now savvy as to how to work around the regulations. In
many cases the illegals are going back and forth across the border at will,
working long enough to get some money then returning home for a while before
making another trip north. If they truly wanted to clean up this problem
then you absolutely have to put the screws to the employers and make them
make sure the paper, numbers, etc. are authentic. In this day of modern
communications it doesn't seem to me to be such a difficult job to query a
government agency to see if the SS is good, if it has been stolen, etc.
BEFORE allowing an illegal to go to work. This shouldn't take more than a
couple of days at the most. In many cases the HR people find out they have
illegals hired when the SS folks write them letters telling them they are
applying SS payments to a person living in Tennessee or whatever when the HR
people are in Houston - i.e., they are using stolen SS numbers. Now, for the
most part I'm talking about larger companies, the construction, restaurant,
labor type employers don't even care. They know the illegals are going to be
gone a long time before the government comes calling.

In terms of the violence I'm not surprised this is what you folks are
finding as more illegals enter your area and I agree it is one of the things
that stirs up community concerns and will eventually force the feds to do
something. I think what happens, and I guess Joe would know more about this
than me, is the crooks, drug dealers, etc. follow along into the communities
after some illegal presence has already been established. We've always had a
word for them down here that I won't use (not sure of the spelling) but they
were always recognizable.

It's a bad situation. I have a lot of respect for a bright kid who has a lot
of desire and decides he wants out of the poverty of Guatemala or Cental
Mexico and is willing to walk a thousand miles for a better way of life. In
most cases these folks arrive here and know nothing of government paperwork,
etc. Their first priority is getting here. In many cases these are the ones
that will eventually try to get legal and put down some roots. They may try
to get their girlfriends across, have a baby born here, and so on. At the
same time I fully recognize there are those taking advantage of the sitation
and these people, both employers and the criminal element coming from south
of the border. If you want to stop the illegal immigration but still let
some of these people in then I don't see how you can do anything without it
being employer based. When we see a WalMart being built with this type of
labor then fine WalMart kajillions of dollars, this nonsense about
subcontractors is bull***. If the word got out down south that things have
changed then those that want to come will change also.
