Actually, the quality of housing stock in the United States is far
superior to that in Europe. And if I recall, a couple of summers ago,
about 15,000 elderly died in France and other parts of Europe during a
heat wave because their *superior" housing stock lacked air
conditioning and because most doctors were too busy away on vactaion
to be bothered to come back and help. An equivalent heat wave in the
United States probably wouldn't have even killed 100.
