This is true but let's put some things in perspective. The poverty
rate for 2004 was 12.7%. The poverty rate was as high or higher for 6
of the 8 years Bill Clinton was president. It was only lower during
the final 2 years of Clinton's presidency when the dot.com / stock
market bubble was in full swing. That level of economic boom was
unsustainable as it was artificially propped up by the bubble. Also,
the poverty rate is based on income. It does not take into account
the value of tax credits or tax cuts given to the working poor. Since
Bush became president, millions of additional poor people have been
completely relieved of having to pay any federal income taxes.
