No, children have been used for centuries in all countries as
intruments to enforce the *policy* of adults.

When I was a mere lad of 17 (legally still an *infant*) my parents had
to sign a release to allow me to go into the *infantry* where the
sergeants trained me to be a killer of enemy infants...
