Barracks-type housing and feeding would be sufficient. Well
constructed but not luxurious, decent food but not fancy and not 'to
everyone's preference', good sanitation, free laundry, good security,
free access to tools like the Internet ( to learn, and to look for
work, not to play games or watch movies ), phones ( but with
reasonable limits, not for an hour chat with the family in Mexico ),
classrooms & counseling on-site, etc. Play areas for the kids ( but
the B-ball court can be outside it doesn't have to be inside hardwood
floors ), adequate heating and cooling ( 78 in the summer, 68 in the
winter ), etc.

And everyone who lives there ( over some age, like maybe 8 )
has to WORK ! CONTRIBUTE ! DO SOME CHORES ! No maid service, no
yard service, no kitchen staff - 100 % of the labor ( of that sort -
maybe the kitchen needs a head cook or two to run things, etc ) comes
from THE RESIDENTS !!! They should have schedules, assignments, and
time cards. They don't get paid any cash for the work - the above
long list of free things is their pay. Exceptions as needed for the
very elderly ( but the not so elderly can still babysit, right ? ),
the infirm, etc. Light workload for the kiddies, but let them start
learning the J O B word young. And 8 hours a day of S C H O O L !
Everyone MUST spend 8 hours a day working or going to school (
exceptions for elderly etc ). Attendance will be taken. Failure to
attend = get kicked out.

Anyone not competent in English, oral and written, MUST TAKE CLASSES
EVERY DAY, SEVERAL HOURS WORTH.

And the focus should be to get them OUT of that situation, BY
VIRTUE OF FINDING JOBS ( again, exceptions for the elderly, etc ).

No private houses given to them, none of this 'community
housing' / 'mixed income neighborhood' BS where they get to live in
the middle of a nice fancy neighborhood. No private apartments.
Various offenses get you thrown out permanently - alcohol, drugs,
weapons, fighting, gang activity, etc.

Fuckface ( the nun from hell ). I mean STRICT. Culture-shock-strict.
Think 'boot camp'. RULES. WORK. OBLIGATIONS. JUST LIKE REAL LIFE
!!! Don't feel like doing your assigned tasks today ? OK, leave.
Feel like getting out of line ? OK, leave. Not putting forth good
effort ? OK, leave. JUST LIKE LIFE.

And a level of support while you pull yourself up ( with help ).

THAT is 'humane'.

Believe it or not, I agree with you on just about every point.

Doesn't have to be luxurious. Just functional, clean, safe.
