Actually I think I just found an answer to my first question - tail pack bags. Now I just have to start reading about which ones would work.

Buy the large top case from JC Witless. I've got one on my ZG1000 and it's
not a Givi but it's quite serviceable. I have a soft tail pack for my SV
which is pretty decent (but cost more than 2x what the large JC Whitney
trunk cost) but a rigid top case is better in my opinion.

I don't know if they still are, but recently the largest of the matte black bags was ringing up at something like $47, instead of the usual price. It apparently didn't show up for the lower price until you were finally confirming your order, though. Don't know if they have fixed it to the correct price, yet.

I also have one of these bags on my Concours. Looks decent, and has a lot of space inside it. Stays dry through some serious downpours I've ridden through. My only complaint is that the red plastic strip on it (the front half anyway, not the part that looks like a taillight) faded to a horrible shade of pink.
