There's a lot of debate about that. Snell requires using a stiffer
foam, but that may actually be less safe. This issue was opened by
Motorcyclist magazine who did independent tests, and IIRC Snell is
now changing their standards. Personally I wouldn't pay anything
for the Snell certification. In fact I'm using a modular helmet
(Nolan), and I don't believe Snell certifies any modular helmets -
not because they fail any tests in particular, they just don't
consider them.

And finally, it is my understanding(through some unrecall-
ed reading) that a flip-up helmet isn't Snell approved not
because of being withheld, but because they can't be test-
ed. Something about the flip-up mechanism precludes the
use of the testing machinery.

According to Snell the reason that no flip-up helmet has been approved
is that nobody has ever submitted one for approval.
