Wrong question. As expected, you start from the assumed
baseline of 'people deserve xxx ( beer, food, medical attention, a
nice house, whatever ) as 'a basic human right', and you proceed to
the ludicrous concept that 'Anyone who can't / doesn't PAY for it (
whatever the 'IT' may be ) should be GIVEN 'IT', because we just
decided it's a Basic Human Right', and then you proceed to focus soley
on ' Who shall we make pay for it ?'.

The correct question would be 'What obligations does a society
have to members that can not / do not / will not pay their own way ?'.
Do we owe them free beer ? Free food ? Free shelter ? Or perhaps
not merely 'free shelter', but 'a nice 2 bedroom house with some land
and a yard and a driveway and a garage' ? Do we owe them the best
medical care available to any / all other members of society ?

And then, in true DumbocRat style, when threatened by
irrefutable facts of reality, you sling mud. 'Fool', '*** you
***', 'Rush Limp***', 'Trained monkey' blah blah blah.

Here's an example for you - given that :

Most of my life I've worked the usual 'on payroll with bene's'
kinds of jobs

Most of them have included medical benefits of various degrees
and completeness of coverage 'paid for by the employer', with various
deductables, employee 'contributions' etc.

In each and all cases, those 'company-paid insurance premiums'
were decided upon, by the company, as ' part of a competitive
employment package', and I was given no choice as to whether that
money went to me or the insurance company, so that it was in fact
'forced involuntary payment to the insurance industry' ( I would
rather have had that same 'competitive figure' in my fucking paycheck,
but that option was not available ).

In 30 + years of that, at a guess, I've paid something like $
100,000 into the health care system, via those involuntary
non-optional 'bene's I never asked for and never had a choice about'
and payroll deductions I never had a choice about either.

In that same 30 + year period, I've used perhaps $ 1,000 of
medical services ( typically emergency room visits for stitches to my
hands, during 15 years of working as an HVAC mechanic where hand
injuries are common ). These were in fact paid not by MY insurance,
but rather that of the company ( a double-dip for the insurance
companies ).

So, I've probably paid something like $ 99,000 for OTHER
PEOPLE'S HEALTH CARE, while using next-to-none myself.

So, the correct question you should be asking is not 'How do
we give / pay for more free health care and other *** for people who
can't / won't pay for it', but rather 'What fucking right do we have
to STEAL another $ 99,000 from Paul ?'.

You , instead, proceed directly past all that to your only
question 'How do we do it, and who do we steal how much from ?'. You
skip the entire 'Payables' side of the ledger, assuming 'every bill
we've incurred ise facto reasonable', and proceed directly to the
Receivables side, asking 'Who do we send the bill to ?'.
