4k
in 3rd gear should give more than 25mph.
Analog speedos work by electromagnetic induction. The cable from the
front wheel turns a rotor that induces a current in an aluminum drum
and that moves the indicating needle.
The cable also turns the odometer. If you ride a mile and the odometer
only shows 1/4 or 1/2 a mile, check to see if the cable is broken and
is only occasionally turning the odometer.
If the odometer indicates the approximate correct reading, the drum is
sticky.

I'll do that thanks. Didn't know where in the world to begin with this.
It's weird, it registers normally, but as you get closer and closer to 20 to
25 the needle slows its climb down under constant acceleration. I was
thinking that I misaligned something or took something out of adjustment
when I popped the cable off. Service manual doesn't even mention the
speedometer.
