Many if not most cell phones today come with some kind of position
sensing technology--some triangulate on the towers, some have real
GPS, some may do something else, but the bottom line is that they can
with a pretty good degree of precision calculate their own location.
So why not take that a step further and program them to also calculate
their speed, and if it's over, say, 10 MPH for more than, say, 30
seconds the phone disconnects itself unless it is connected to 911?
10 mph should be enough that anybody walking won't get disconnected,
the 30 seconds covers those GPS blips that sometimes happen where it
decides that it's going 500 miles an hour while it's really standing
still, and 911 lets someone who really has a legitimate emergency
going talk to emergency services.
The downside is that passengers in a moving car or public transport
won't be able to make calls either. While one hates to inconvenience
them, we're balancing convenience against lives here. Drivers have
proven to be sufficiently irresponsible in this regard that a
relatively strong measure is justified.
The neat thing about this is that it could potentially be a software
fix so existing phones can be brought into compliance.
I wouldn't have a _big_ problem with it, just a little problem like when _I_
wanted to use my cell. ;-)
