That's a pretty big downside. Who is going to unilaterally ban
the use of cell phones in all moving vehicles because some drivers
are irresponsible?


The motorcycle equivalent would be banning all motorcycles because
a
certain percentage of riders have been known to stunt and speed on
the
streets.

Personally I think I've seen one person stunting on the street on a
motorcycle. But I see people nattering on their cell phones while
driving every day. The amount of damage that a person stunting on a
motorcycle can do is very limited compared to the amount of damage
that a person in an SUV can do.
