In this state it's not. They do it anyway. Such laws aren't really
enforceable--the police can't be everywhere.
Hand held cell phone use while driving is illegal in Chicago. Last
week one of the alderman who sponsored the law was ticketed for using
a hand held cell phone while driving. :-/
Actually, I would prefer that drivers who must use cell phones use the
hand held variety. I'm getting better at spotting them and can react
accordingly. You can't tell with the hands free sets.
