Your Honda doesn't have a real choke, it has a starting enrichener
bypass system.
When you work the choke knob or lever, it opens a passage that
bypasses the throttle butterfly, which must remain fully closed while
you crank the engine. If you turn the throttle grip while cranking the
engine, vacuum is reduced and the starting enrichener doesn't work.
IOW, leave the throttle twist grip alone until the engine starts.
There is another fuse (30A) that
the positive battery cable goes to...could I have fried that?
You should be able to tell if it's OK just by looking at it.

#33 looks like a fusible link of some sort, it's no ordinary glass
envelope fuse or plug in fuse. If you cannot get a replacement, buy a
good quality inline fuse holder that takes a glass envelope fuse and
wire it into the circuit.
