Well, when I was living in Denver ~15 years ago, there was a case where
some guy was following a pickup truck with a dog in the back along 6th
Avenue (the Denver Autobahn). The guy thought, "What would happen if
that dog jumped out?" It did. :( So as long as the animal was restrained
somehow, that would be okay.

It seems you're one step away from OK'ing helmet laws in general.

Why, you got a problem with that?
