Some would argue that scooters are just a subset of motorcycle. I
generally take that view.
"Bicyclists" definitely are not motorcycles (no engine of course),
and in my experience, are often pretty BAD at about obeying the rules
of the road (I ride a bike sometimes- it is an older, heavier English
bike). Maybe because you don't need a license to ride one... which I
think is a great shame. I'm tired of the turkeys riding against
traffic and cutting across where they shouldn't. A true road
menace. And forgive me for being a helmet Nazi... but even fewer
bicyclists around here wear helmets than motorcyclists (maybe it would
mess up their hair? it couldn't possibly be a weight or cost issue).
Just plain road turkeys with no responsability, and you gotta feel
sorry for the kids on bikes because their parents taught them nothing
beyond "this is how you balance"- you know, stuff you learn in PE
class anyways. I give a wave to the guys that ride in packs in the
bike lane (where they belong, not on the sidewalk or oncomming
traffic), that's about it.
