New Orleans was a disaster waiting for a place to happen. None of the
governments (local, state, federal) for years did anything to strengthen
the already weak levees nor built additional ones. They allowed
residential construction within the flood plain.

Also, building code is extremely weak in hurricane alley. In comparison,
Japan and other countries requires much stronger structures that are able
to withstand the high speed winds in its typhoon prone prefectures.
Buildings including houses are made with reinforced concrete walls.
Windows are laminated with a layer of plastic, so if glass breaks, it is
still held together in place. To them, a typhoon is just another storm.

I think the US as a whole needs to relook its priorities to prevent and
minimise damages caused by disasters. It will cost people more to build
homes and redefine permissable areas to build in. It will cost some cash
layout to reinforce the levee infrastructures, but after such we would not
see the extreme devistation. It would have been just another storm and
lives would have been preserved.
