I've gotten suspicious because a couple times lately after bidding and
losing, I get these "2nd chance" emails, claiming that the original
high-bidder bailed out and now I can buy it for my high bid.
This is definately a scam. It's easy to identify: if you don't have a
copy of the message in MyEbay account page - it's fake. I just received
6 of these, all from different people for the bike I was outbid on.
Out of curiousity, I e-mailed one guy, asking for his phone # so I can
discuss the details of the offer. You know what the response was? "I'm
deaf and can't use the phone, we have to communicate via e-mail only".
