There is some merit to the argument that if it's not detecting a motor
vehicle correctly then it's defective, and defective lights are generally
treated as all-way stops. That said, I would wait several cycles. If
it's a particular light you're worried about you should call and lodge a
complaint NOW, that way if you get stopped you have that defense.
