How about buying an automotive relay with a heavy resistor that is normally closed (8EUR or so in France), and connecting the control pins to the circuit going to the starter motor and the load pins to the lighting circuit . When current flows to the starter motor, this should open the relay, cutting the circuit to the lights. You'd have to make sure you buy a relay capable of taking the relatively high current in the starter motor circuit.

There may well be a good reason why this won't work but I can't think of any at this moment in time. I stand open to correction.
