I hate incomplete reporting.


Yea .. it is incomplete and doesn't say WHO has the pending charges,
however, would imagine since he was on the lessor road and the MC was on a
Route Road, that the MC didn't have a traffic control device and the Jeep
failed to yield the ROW ... but just a guess since it don't say ...
since they didn't say he WASN'T wearing a helmet , we can possibly ass-u-me
he was, again merely speculation
