Carb Filter?

I'm in the process of rebuilding a Blaster. (Thanks IRONDOG) I bought a lid
for the air box but this

box. I removed it. It now just hangs. The lines run to each side of the
carb. http://i98.photobucket.com/albums/l279/bucfan11/P1010072.jpg Do I need
this or can I just remove it completely?
