I see you got some useful advice, but no one actually answered your
question. No, it is not possible to use the fin-lok system with a 38mm
mount. They are 29mm rings that cannot be modified without breaking them.
I have modified two aerotech kits for 38mm, and I just made my own centering
rings out of 3/16" plywood. One of the kits was not strengthened beyond
that, and I have used H123W motors with great success. On the other kit, I
added a thin layer (3 oz) of fiberglass cloth, and have launched that one (a
Mirage) on an I211W to 3600 feet.

The g-force is big, so you might be disappointed with the stock support for
a max of a G64.

On other aerotech kits, I've removed the engine hook stop. I've launched a
barracuda, without any re-inforcement at all, to 3300 feet on an I128W.

Someone also recommended the LOC Bullet over the LOC IV, as the fins
don't extend beyond the bottom of the body tube (may help prevent fin
damage on landing.) This sounds good, but I may lean toward the IV
since it's right between the Bullet and the G-Force in height. Are
the current IV kits coming with 38mm mounts and through-to-tube fins?
Some of the older reviews are unclear.

The Loc IV: Both the 29mm and 38 mm motor mt. versions now come with
through the tube fins and the root glued to the motor mount. I know they
have been like that for the past several years. The great thing about
the LOC IV, (one of many, is that you can get it with the 38mm mount and
it comes with the 29mm slide in adapter kit. Also, because the kit uses
kraft paper tube for the main body tube and motor mount, along with wood
fin & centering rigs, you can use Elmers and Titebound glues for
construction. I build almost all of my paper tube rockets using this
type of glue; not as brittle as cyclonates and just as strong as epoxy,
because of the superior glue wicking/penatration of the white glues over
epoxy in wood and paper.
