You vastly over-state your case.  Oil tankers are not that fragile.

That must be why they heave to when approached by a rag tag bunch of
savages in  a motorized skiff.

They do that, in part, because they're told to by their insurance
companies, Herb, and not because the tanker itself is at risk, but
because it costs more to fight back. Once it starts costing more to
not fight back, the requirements will change.
