Interesting - I don't like the changes. Seem to be trying to undo a
lot of recent changes towards ground work and promote the flashy
throws. Also the one referee change is horrible.

rule in effect this year is that you can't grab the material of the pant
leg and use that to throw. You can still grab or scoop the leg, and of
course sweeps, props etc are still allowed. Grabbing the pant leg is
still allowed for ground work, subject to the previous restrictions
(can't put your hand inside the leg, no pistol grip).

- essentially cut out the 'no handed judo' game
- first thing in a match now is grab.. extremely important.

- takes away different observation/views
The one point that Rhadi made that you forgot was a quick plug for his
"Grip Like a World Champion" DVDs as well as his impromptu courtesy
plug for Jimmy's Zebra mats. :) But, aside from that, you hit the
major points. I've been looking for a text of the official rules or,
even better, of the official changes, but I've not found anything
yet. I'm assuming their interpretation is there as they were in the
coaches briefing, but I'd still like to read it myself.
The gripping game has been important for a long time now. "No touching anything below the waist to score" may still be a misinterpretation. When we first got the new rule last year, it was unclear and could easily have been interpreted to mean that. But locally, the refs have only been calling it if you grab the pants material. They also have been enforcing that any leg grab must be part of a continuous attack. This is similar to the rules about gripping both hands on one side - OK to do, but you need to be trying to make a throw happen.
I don't see tall guys having a particular advantage. As always, the tall guys can work the leg techniques and the shorter guys can work the hip techniques.
