There's practically no serious money going to terrorism; no
underground complexes, no aircraft carriers, no cruise missiles. Not
on the scale of oil money. Look at the combined costs of 9/11, Madrid,
7/7 - that's village council-level funding.

Do you? However you might want to look at the long history of both
media and various "analysts" discussing the wealth of folk like the Bin
Laden family and other contributors to the terrorist "cause." The "well
funded" argument is pretty orthodox.
Donald Rumsfeld was on TV a few years ago talking about the vast
underground complex that Al-Qaida no doubt had in Afghanistan - with
artists' impressions, the full works. No doubt due to all that oil
money. What did the soldiers find in Afghanistan? A few huts and some
tents.
Without the global organization, you basically have local criminals. A nuisance, nothing more.
Besides 9/11, the attacks *have* been local criminals; locally funded,
locally organised. It's the "bunch of guys" model that the CIA use. It
doesn't take a whole back-office; the next attacks won't be duplicates
of 9/11.
Well, that's a nice theory anyway.
It's the one the CIA uses, as opposed to the one a seemingly
uninformed Internet Guy appears to be using. The European attacks were
all enthusiastic amateurs with no need of external backing. 9/11
required the funding of a few flight lessons and some housing for a
bunch of guys with frugal needs for a couple of years. The oil
billions just aren't there.
Oilmen like the West and all the west's money. The zealots are in
Afghanistan and Pakistan, where the oil isn't.
