This was probably more an anomaly than an indicator of anything
significant. Although the Chinese have been stealin our sub
technology for decades, and are pretty good now, they probably snuck
in because of all the noise and disturbances from all the ships and
chatter combined with the fact that it's peacetime and no one was
really watching that closely. US anti-sub warfare is superior to
anyone's in the world, and you can bet damn well that if it was
wartime and the fleet was on high alert rather than running a routine
exercise, then this just wouldn't happen.

The submarine in question is a diesel-electric, not at all difficult
to detect if it's moving just by the noise it would make. I remember
reading that something like this happened a few decades ago - a
Russian diesel sub managed to get well within the "acceptable" range
of one of our Navy shipyards before anyone noticed. Those things make
tons of noise; people just weren't paying attention. It speaks
nothing of any supposed "advancement" on the part of the intruders.

Most likely this was a case of our guys being less than alert; the
article talks about all the fancy technology our ships have but
doesn't really go into whether or not that technology was actually
turned on or if people were actually paying attention to it.
