Possibly, but then how do you manage the access? do you have federated programs? do you have 'compulsory' teaching duties for all instructors in order to receive teaching papers? Who subsidizes the students that can't/won't pay? What happens in the case of people who simply don't *want* to pay but insist on their right to have the instruction?

I live in Canada; we've got one of the better social nets out there, but it comes at a price sometimes.. I've known third-generation welfare recipients, who can work the system like nobody's business.. Do we put checks and balances on the ability to receive instruction at no charge? if so, how does it get enforced? What political party would try to enforce someone paying who doesn't want to? Wouldn't that be political suicide? (it is with our current welfare system, which is why nobody's touching it unless they're in opposition)

I agree with the idea that something like taiji should be *available* to all, but with a fair exchange of worth for worth.. if the student can't afford cash, then services to the school (keeping this a clean discussion, mind you) or to the teacher/teacher's family are not viable options?
