Yes, he should have followed the rules. I didn't say otherwise. He is
a dumbass and I doubt he finds the sentence very funny.

I still believe that the penalty is ridiculous. If you believe that
the 10yrs sentance for drunken tagging on posters is ok then that's
your right, obviously.
