Perhaps I'm not being clear about the connection that I'm exploiting for
purposes of discussion. "To whom much is given, much will be required."
So if a person (by whatever method) has "much" ability to protect those
weaker than themselves, isn't there an implication that this person has a
responsibility to do so?

If you base the implication on the quote you're using, then you're
basing it on the Gospel according to Saint Luke.

Not the quote specifically, rather the principle illustrated by the quote.

If you base the
obligation on religion, then you're basing the obligation on a personal
choice and decision you've made. You can't impute a similar obligation
to others who haven't made a similar choice.

Similar principles are illustrated in many cultures and many religions.
"The Golden Rule" seems to be a universal human principle.

I think I've made my position fairly clear.

Yes, and I'm prodding in order to promote the discussion. I'm not poking
at you. Not trying to piss you off or anything.
