My speculation is that maybe it's the case more often than we would like
to think. If one's opponent's reaction to military action is "gee, that
wasn't so bad" you could end up with a more drawn out conflict leading to
even more death and suffering.

The difficult thing is that it's impossible to forecast in many cases.
You can reflect on it afterwards to see whether your actions were the
rigth ones.

IOW, is short term "compassion" producing worse effects in the long run?

Just like you're "valuing health" to cut someone's stomach open if
the intent is to remove an inflamed appendix.

Nice analogy. Would you also remove the whole finger in case of an
infected fingertip? :-)

If the infection is gangrene, quite possibly.

That's a minority of the finger infections I hope. Must local
infections should heal quite nicely with some disinfectant and perhaps
some antibiotics.

One example of that is the kind of necrosis that can be caused by a
spider known as a Brown Recluse. There was a television special about
spiders and a case was known where a young lady had been bitten in the
finger by one. The finger was amputated. After the amputation the necrosis
was seen in the hand, so it was amputated. Then the forearm. Then the
whole arm. I think at that point they finally got ahead of it. The didn't
take enough the first time so the infection had a chance to spread,
requiring them to take more and more.

Spider bites suck, I have experienced that myself (luckily without
serious consequences)
